In creative. From what I understand, beacons create lag and having VIPs be the only ones allowed to use them in creative (where they are abundantly accessible) it allows less players to use them theoretically resulting in less lag. I get what you are saying but I don't really see non- VIPs not being able to use beacons as a rule as more of a restriction. You can break rules but you can't really "break" the plugin that doesn't allow you to get beacons. Also, beacons aren't an essential part of playing the game (even in creative) if you need a beacon you could just make one with a pillar of glass panes or get a VIP to place a beacon for you. It might be a different story if blocks like grass and cobblestone were limited to VIP only usage.
