Type /plot flag set weather rain to make it rain on the plot you are in. To make it snow, type that command and set the biome to something cold For example (/plot set biome cold_taiga). To make it sunny again type /plot flag set weather clear
You can do /wrain or /wclear (What they do is self-explanitory), or you can use what bob suggested and use the longer command.
