    We require that anyone signing up is 13 or older, or that the account is created with consent of a parent if the user is under 13. This is to comply with COPPA (Children's Online Privacy Protection Act) laws.

    No it does not, the above stated law means that anyone under the age of 13 must have a parent or guardian's permission in order to register to or use an online website.
