Is this supposed to be happening?

I keep on getting these messages in the chat (and I think everyone else is too) in Arenas which sends me a link to a different MC Server, I don't know if this is supposed to be happening since before the message it says [Tip], here's a pic:

There's also another message that says:

If this is a bug, can you please fix it? Or if it's supposed to be happening, just ignore me

My experience with this was with c0wg0d on, so I know he's aware of this. I'm not sure what it means but I think it's meant to be happening?
I'm not very much help, but this is all I know!

 

These are programmed messages most likely from the plugin that c0w downloaded for the 1.14 testing server.

That website is not for a server it is for a minecraft server developer tool named spigot.
